About the Project

Carnarvon Common Ground began with local Aboriginal leaders who wanted a better future for Carnarvon. Instead of responding only when things go wrong, they wanted a community-led approach that strengthens families, supports young people and addresses the root causes of harm early.

That group chose Justice Reinvestment as the approach that best fits community priorities and long-term change.

What is Justice Reinvestment?

Justice Reinvestment is about investing in community-led solutions that prevent problems before they escalate. It focuses on early support, local leadership, and better coordination of services so communities can achieve stronger long-term outcomes.

Built by us, for us – Carnarvon is a community that respects its rich cultural heritage, empowers its youth to shape the future, and grows stronger through unity, shared responsibility and community voice.

Together, we are building a safe, inclusive and vibrant community where everyone belongs, opportunities are within reach, and resilience is part of our foundation for future generations.

Our Journey

Carnarvon Common Ground has grown from a community-led vision into an active project shaped by local voices, strong partnerships and ongoing support. Working alongside an Aboriginal-led community group, the Gascoyne Development Commission helped identify the Commonwealth’s Justice Reinvestment program as a way to support this vision and secure initial funding. 

With further Commonwealth funding now confirmed for the next three years, the project can continue to strengthen community engagement, respond to local priorities and work in partnership with key agencies.

Our Artists

Respected member of Carnarvon Common Ground, Devinia Wainwright collaborated and mentored Theonie McKenna to create the artwork for the Project. This piece tells the story of our community walking together toward a shared future. It represents the Common Ground as a place where services and community unite to provide support, guidance, connection, and healing for our youth and families.

The river meeting the sea – a landmark of Carnarvon -symbolises peace, grounding, and our deep connection to spirit and ancestors who walk with us every day. Our lands and ocean sustain us with traditional foods like mullet, kangaroo, and turtle, keeping us strong and healthy while preserving our culture for generations to come.
